Environmental Planning: (EA/EIS)

  • ERA specializes in the performance of environmental impact statements and environmental assessments (compliant with both the National Environmental Policy Act [NEPA] and Hawai‘i Environmental Impact Statement Law).  ERA staff have practical and ongoing experience in both federal and State environmental planning and compliance service arenas.  Major environmental planning projects for ERA staff include support for the consolidation of several Hawai‘i National Guard facilities and construction of a Joint Military Center in Keaukaha, Hawai‘i; environmental planning support for the City and County of Honolulu for the construction of a Regional Park on the Waianae coast of O’ahu; and an EIS for the expansion of the City and County of Honolulu’s H-Power Waste-to-Energy facility. 

  •   ERA staff have had significant and successful interaction with various government regulatory agencies, including U.S. Environmental Protection Agency (USEPA), Federal Aviation Administration (FAA), U.S. Fish and Wildlife Service (USFWS), and National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS), and State and City regulatory agencies such as Department of Land and Natural Resources (DLNR), Department of Permitting and Planning, Hawai‘i Community Development Authority, Department of Agriculture and various divisions within the Department of Health.  These relationships have resulted in successful acquisition of Special Management Area Use permits, stormwater discharge permits, grading and building permits, National Pollution Discharge Elimination System (NPDES) permits, Hawai‘i-special district permits, conditional use permits, and permits associated with the use and disposal of municipal solid waste incinerator ash
